In recent years, Thanh Hoa province has promulgated and implemented agricultural development mechanisms and policies, which have contributed to creating motivation for the agricultural sector in general and livestock in particular to have a fairly comprehensive development. , gradually shifting to a large scale and developing linkages in production and consumption of products in a sustainable way.

With the advantages of geographical location, natural conditions, technical facilities and consumption market, Thanh Hoa province is considered as a potential for livestock development. In the previous years, livestock production in the province was mainly small, fragmented and backward... That was the period when the livestock industry did not have orientations, mechanisms and policies, especially investment resources. Investment to stimulate demand, develop... An important milestone that changes the face and creates a big push for the development of Thanh Hoa livestock industry is the Decision 271/2011/QD-UBND of the Provincial People's Committee in 2011. Because, since this decision was implemented, the provincial budget has deducted 135.4 billion VND to support livestock in the province and 575 livestock farms have been established, forming a development mindset. development for the people and open up the direction of higher economic efficiency. At the same time, it is an important legal basis for many new livestock development projects and solutions to be implemented effectively.

From 2016 to now, dozens of mechanisms and policies related to agricultural development have been promulgated and implemented by the province and initially brought positive results. Prominent are the mechanisms and policies to encourage the implementation of agricultural restructuring in Thanh Hoa province in the 2016-2020 period according to Resolution No. 151/2015/NQ-HDND dated December 11, 2015 and Resolution No. 191/ Resolution-HĐND dated October 16, 2019 of the Provincial People's Council. In particular, the policy to support the infrastructure of large-scale concentrated farms and regulations to support 100% of the budget, not exceeding 3 billion VND/area for lowland areas and 3.5 billion VND/zone for mountainous areas. ; the province supports the construction of infrastructure to the foot of the fence of the concentrated livestock farm area planned in the new rural commune planning. In the 2016-2020 period, the province supports infrastructure investment for 34 large-scale concentrated farms, with a total budget of more than 105.4 billion VND. The policy has created motivation for organizations and individuals to invest in the development of concentrated, large-scale farms with high technology application; contribute to promoting livestock development, creating safe products associated with the value chain, limiting disease, and minimizing environmental pollution.

In addition, every year livestock establishments in the province are supported and facilitated to have more investment resources, upgrade infrastructure, treat the environment, gradually improve economic indicators, techniques for the original herd of pigs and poultry, according to Resolution 152/2015/NQ-HDND dated December 11, 2015 of the Provincial People's Council on mechanisms and policies to support the production of plant varieties and livestock in the province. Thanh Hoa, in the period 2016-2020, the total support budget is more than 11.18 billion VND. At the same time, the province continues to implement mechanisms and policies issued by the Central Government on agricultural and rural development, such as: Policy to encourage investment in agriculture and rural areas according to Decree No. 210 /2013/ND-CP dated December 19, 2013 (now Decree No. 57/2018/ND-CP dated April 17, 2018); supporting policies to improve the efficiency of household livestock production according to Decision No. 50/2014/QD-TTg dated September 4, 2014 and integrating funds from national target programs to support the development of models livestock production development.

Considered as one of the localities with comprehensive agricultural development, Yen Dinh district currently has 3 concentrated farms that meet the requirements and enjoy the policy of supporting infrastructure for concentrated livestock farms, on a large scale, in Dinh Hoa, Yen Lam and Yen Phu communes. Mr. Le Van Nhat, Dinh Hoa commune, is one of 6 pioneer households to build concentrated farms in the commune's planning area. After meeting the criteria of size, area, and average economic efficiency per year, the farm area of nearly 10 hectares in Thong Thon village is invested with technical infrastructure works, with the total support budget. 3 billion dong. Mechanisms and policies to encourage agricultural development in the province have been agreed and implemented effectively by localities, businesses and people. One of those results must be mentioned the effectiveness in attracting businesses and corporations with domestic and foreign potential to invest in concentrated and large-scale livestock projects, such as Vinamilk investing in dairy farms. with a scale of 16,000 cows, TH invests in a 20,000-head dairy project, Ba Thuoc Livestock Joint Stock Company invests in raising high-quality beef cattle with a scale of 10,000 Australian cows, Master good Group (Hungary) invest in projects of raising and slaughtering, processing poultry for export... By the end of May 2021, the province has 124 enterprises and cooperatives investing in the livestock sector; in which, most apply science and technology to large and medium-scale production, bringing higher economic efficiency than traditional, small-scale production.

Mr. Hoang Viet Chon, Deputy Director of the Department of Agriculture and Rural Development affirmed that, despite facing many difficulties and disadvantages in weather, epidemics, and unexpected impacts of the market, it can be said that with Provincial mechanisms and policies have been promulgated and applied, in the period 2016-2020, livestock production in the province has had a remarkable development compared to the previous period. Typically, such as: 70,200 high-quality beef cattle, an increase of 66,980 heads compared to 2015; lean pig herd 550,000 heads, an increase of 285,100 heads compared to 2015; the whole province has developed more than 40 lean pig farms, with a scale of 1,000 to 5,000 heads per litter; flock of colored chickens is more than 8 million, an increase of 3 million compared to 2015. Thereby, the annual livestock production value reaches nearly 7,000 billion VND, accounting for 32% of the production proportion of the agricultural sector.

Undeniably, the growth figures in total herd, economic value, ability to apply science - technology, attract investment in the livestock sector... mentioned above, have contributed to the development of the industry. livestock production in the direction of sustainability, ensuring environmental hygiene and food safety. However, when mechanisms and policies to encourage agricultural development (including livestock production) are implemented, only a few organizations, individuals and businesses are eligible to benefit. Part of the reason is that the propaganda of mechanisms and policies of the province to those who can invest has not been effectively implemented by the locality. In addition, some cooperatives, individuals and businesses have information about policies, but when making investment projects, the determination of development strategies is unrealistic..., leading to sketchy and lacking project documents. convince. Applying the mechanisms and policies of the province to create clear changes in both the organization of concentrated production, the application of high technology in the field of animal husbandry has initially achieved encouraging results. Actual production shows that, besides the units that invest in, develop livestock, process and consume products, there are dozens of businesses and units that have been effectively applying mechanisms and policies to investment, research and development of breeding stock, creating a sustainable foundation for the development of agriculture in general and animal husbandry in particular in the direction of improving productivity, quality, efficiency, competitiveness and sustainable development. .
