Many contents of Decree No. 13/2020/ND-CP have been implemented in practice. The practice has created favorable conditions for organizations and individuals operating in animal husbandry, while promoting the effectiveness and efficiency of state management of livestock production.
However, in the process of implementing the provisions of Decree No. 13/2020/ND-CP, a number of organizations and individuals have written requests to study and consider regulations on (1) Certificate of automatic circulation. due or document with the value equivalent to (hereinafter abbreviated as CFS) at point c clause 3 Article 18 and (2) Border gate for receiving live livestock imported into Vietnam in Clause 2, Article 29.

a) Regulations on granting CFS for traditional animal feed products also differ from country to country in terms of the issuing authority (in some countries, CFS is issued by organizations, associations, not must be a competent state agency).
b) There is no unified interpretation of text with equivalent value. Currently, CFS has many different forms, many cases of the same item, of the same origin (same state, same exporting country as in the United States) but with different CFS forms issued by different agencies. The guiding views on the amendment of the Decree are agreed as follows:
