Livestock farming has changed positively thanks to the Government's support policies

Immediately after the Prime Minister approved the Decision No. 50/2014/QD-TTg dated September 4, 2014 on policies to support improving the efficiency of household livestock production in the period of 2015 - 2020, the Ministry of Agriculture and Rural Development issued a plan. implementation plan.

Ministries, sectors and localities also identified this as an important task, contributing to rapidly increasing productivity, quality, competitiveness, production efficiency and farmers' income in a sustainable way.
According to reports of localities, implementing Decisions No. 50, 63/63 provinces and cities have developed and issued guidelines for implementation in two forms. The first is a separate instruction manual; the second is integration with other policies. The provinces and cities have also actively arranged a total support fund for livestock farmers of VND 832,781 billion.

Specifically: Support for artificial insemination for pigs: 218,474 billion VND; Support for artificial insemination for buffaloes and cows: VND 258,543 billion; Support to buy livestock and poultry breeds: VND 25,132 billion; Waste treatment support: 159.692 billion VND; Support for biological padding: 17,519 billion VND; Support for training of conductors: VND 6,135 billion; Support for breeding and other materials and equipment (Nitrogen bottles, liquid nitrogen) for artificial insemination of buffaloes and cows: 147,246 billion VND.


According to the Department of Livestock Production (MARD), the implementation of the policy under Decision No. 50 has positively impacted livestock development, especially increasing the income of farmers by 5-10%. With a small budget, the policy has brought significant economic benefits, helping social security. Through the program has improved and improved productivity of pigs, buffaloes and cows. Especially changing people's perception, contributing to change the face of rural areas.


The Ministry of Agriculture and Rural Development said that in order to contribute to the implementation of the Law on Livestock and the implementation of the livestock development strategy for the period 2021 - 2030 with a vision to 2045, it is necessary to have a state policy to create resources to support livestock production in the 2021 period. - 2025. This is also significant in improving efficiency, added value, and minimizing damage to the livestock industry when Vietnam participates in comprehensive integration with other countries in the region and the world.


For the above basic reasons, based on the Law on Livestock No. 32 and the direction of the Prime Minister in Document No. 3480/VPCP-NN dated May 26, 2021 of the Government Office, Department of Livestock Production. propose to soon develop a Decree stipulating investment policies to improve livestock production efficiency in the 2021-2025 period, serving as a premise to continue implementing support policies for the household livestock sector.
